Those living in Turner Station and Sparrows Point, the company town built to host the Bethlehem Steel Company, had the highest per capita income for African Americans in the nation. Cherry Hill, the only planned community built for African Americans by the Federal Government, lifted many Baltimore Boomers into the middle class.
