Are Arkansas’ social services actually helping people escape poverty—or has a fragmented system unintentionally kept families trapped?

In this episode, Mindy sits down with Mary Bentley, co-chair of the Arkansas House Hospital, Medicaid and Developmental Disabilities Subcommittee, to discuss a major proposed overhaul of the state’s workforce and social-service system. Bentley explains why she believes Arkansas needs to move away from disconnected programs and toward a wraparound system that connects families with SNAP, Medicaid, workforce training, education, childcare and employment opportunities through a more coordinated approach.

The conversation explores the findings of a recent audit, including concerns about how workforce funding is being spent, the challenges created by multiple regional workforce boards, and the potential benefits of adopting elements of Utah’s “work-first” model, which Bentley says has produced strong workforce participation and lower Medicaid enrollment.

They also discuss Arkansas’ 1033 initiative, community-based resources, SNAP error rates, upcoming federal work requirements, and the proposed changes that could come before the Arkansas Legislature in 2027. At the heart of the conversation is a bigger question: What if social services weren’t just about helping people survive a crisis—but helping them build a path out of it?
