Now that the summer is here, many departments within counties all over Tennessee are submitting their annual budget requests.

This is the time of year, especially the year before an election, where raises will be handed out, promotions will be given, and new toys will be requested.

We are going to make an example out of one department and show you how dishonesty is incentivized in some municipalities.
